Twin Cities Suburbs and Winter Reality
Newer Twin Cities suburbs (Eden Prairie, Plymouth, Maple Grove, Woodbury) have increasing HOA penetration. More importantly, Minnesota's harsh winters create a practical storage issue that leads most RV owners to use paid covered storage facilities from October through April regardless of city or HOA rules — protecting the vehicle from the elements is a strong practical incentive.
