Oregon's Planned Community Act and Condominium Act govern HOAs with procedural requirements but no restriction on parking rule content. Oregon HOAs can enforce CC&R prohibitions on RV storage.

Portland — 24-Hour Limit

Portland City Code Title 16 enforces a 24-hour parking limit for all vehicles in residential R zones — making Portland one of the strictest Pacific Northwest cities for RV street parking. Driveway parking is permitted under standard conditions. Portland has also increased enforcement related to vehicle habitation generally, which can affect RV owners even for vehicles that are in technical parking compliance.

Salem and Eugene

Both cities enforce 72-hour limits and are substantially more permissive than Portland in practice. Code enforcement is complaint-driven. Both cities have less HOA penetration than the Portland metro area.
