The Washington Homeowners Association Act (RCW 64.38) provides procedural requirements for HOA enforcement but does not restrict what parking rules may be adopted. Washington HOAs can enforce CC&R prohibitions on RV storage.
Seattle — 72-Hour Rule with RPZ Complexity
Seattle enforces a 72-hour street limit under Seattle Municipal Code 11.72.440. Many residential streets are in Restricted Parking Zones (RPZ) where oversized vehicles over 22 feet require resident permits for overnight parking. RPZ permits are issued to residents of the zone at modest annual fees. Check SDOT's parking map at seattle.gov/transportation to determine if your street is in an RPZ. Non-RPZ streets follow the standard 72-hour rule.
Spokane and Tacoma
Both cities enforce 72-hour limits and are more permissive than Seattle in practice. Less HOA penetration than the Seattle Eastside communities. Enforcement is complaint-driven in both cities.
